This is done with autoreconf and running a new build but no changes to configure.ac. Running this first before updating the version of anything in configure.ac to avoid burrying those changes in this diff.
Add an autogen.sh tool to allow us to remember how to update the configs. Also update .gitignore to note version.texi is generated during build and not needed in source control.
