OCPBUGS-77302: Remove multiple redhat-operator-index catalogs

Although we need to use the mtv-operator from the 4.20 catalog it turns out we can't have both catalog sources included. So changed to use the 4.20 catalog for all operators. This will be updated when all operators are available in the 4.21 catalog.
