LOG-8578: OTel remove tech-preview feature gate requirement

Description

• feature gate is no longer required to forward logs to an OTLP output
• feature gate is no longer required to forward logs to LokiStack output (configured with OTel datamodel)
• CLF status no longer has conditions or validations for tech-preview and OTLP
• an upgraded forwarder deploys without error (still has the tech-preview annotation)
• updated upstream documentation to indicate that OTel logs is now production ready
• verified API contains no reference to tech-preview for OTLP or LokiStack outputs
