This is a partial revert of #187 which mentions util-linux being used by several containers but added more packages in order to ensure that there was parity between OCP and OKD base images. Now that we're moving to ubi-minimal as our base image those packages should be removed as they pull in approximately 70 dependencies.

Didn't seem to trigger downstream builds, maybe multi pr test will enable that?

While OKD probably didn't have these packages for very long (since 4.16) OCP will presumably have had them for a long time. We need to do more dilligence to make sure that no one is actually using them.
