feat: add FBC catalog Dockerfile for CI without operator-sdk (cherry-pick #2204)

Manual cherry-pick of #2204 from oadp-dev to oadp-1.5.
Automated cherry-pick failed due to Makefile conflicts.

Changes

• Add build/Dockerfile.catalog for FBC catalog image building
• Bump OPM_VERSION from v1.23.0 to v1.68.0
• Add catalog-fbc-build Makefile target
