MTC 1.7.1, CP OCP 4.6+

Resolves https://bugzilla.redhat.com/show_bug.cgi?id=2085084: It is incorrect to say that all clusters must have the same MTC version in the premigration checklist.

This PR solves the problem by removing the incorrect item from the MTC documentation.
