[OCPBUGS-14290]: Remove assembly https://github.com/openshift/openshift-docs/blob/enterprise-4.14/scalability_and_performance/cnf-performance-addon-operator-for-low-latency-nodes.adoc
Version(s):
4.12
Issue:
https://issues.redhat.com/browse/OCPBUGS-14290

QE review:
QE has approved this change.
Additional information:
cnf-low-latency-tuning.adoc is the updated assembly. When updating for the fact that now NTO is doing performance feature this assembly should have been removed. It is removed in main bit not in these branches and it is causing unrelated CP to fail.
