This PR is to create modules from a module that contained more than one procedure, which does not conform to CCS rules. There were steps with multiple commands in them. The commands have been put into their own steps. There are no new technical changes so the information does not need to be reviewed.
Also updated topic_map.yaml. Moved the "create-only mode..." topic to below the "OIDC" topic.
