@awels and @@duyanyan, in this PR are two release notes related to cross-cluster migration for your review: one relates to the TP functionality and the other identifies a Known issue, which is that users must select Live migration when presented with a choice between Cold and Live when creating a migration plan in MTV. This step will be doc'd in MTV in 2.10 but is available in 2.9.

(I had wanted to add a link from the RNs to the cross-cluster feature doc for the TP note, but I can't do that until that feature doc is done and merged.)
