As bug OSDOCS-9535 said, if we do not set cpu architecture will cause upgrade fail, so shall we highlight the statement here?

I will add that note to the actual upgrade documentation for 4.13+. This PR just covers the release note update :)

{product-title} {product-version} is based on {op-system-base-full} 9.2. {op-system-base} 9.2 has not yet been submitted for FIPS validation. Red Hat expects, though cannot commit to a specific timeframe, to obtain FIPS validation for {op-system-base} 9.0 and {op-system-base} 9.2 modules, and later even minor releases of {op-system-base} 9.x. Nope! I added to the additional notes section of the PR - I checked with @kalexand-rh , @sferich888 , @sjstout and @sdodson and they all agreed that we do not need change management here.
