This is basically the existing topic_map, that builds appropriately, so the hope is that whatever was wrong before that caused the Kiali content to be separated into individual Chapters instead of nested under Chap 5 like it was, has been fixed. Won't know until this PR has been reviewed and merged, and the Observbaility title in Pantheon rebuilt.
