The oadp-features-plugins-known-issues.adoc file is required for me to complete my modularization work (OADP-6353 Add role_abstract to intro paragraphs to mark them as DITA descriptions) in the enterprise-4.19 branch and the enterprise-4.20 branch. This PR restores the oadp-features-plugins-known-issues.adoc file in the enterprise-4.19 branch and enterprise-420 branch.

@shdeshpa07 Please find PR #97273 for adding back the file in main and enterprise-4.20. I checked this morning and the missing file seems to be added back in enterprise-4.19 by someone else.
