Broken link to help information about post hooks in edit BuildConfig #1650
Description
When using the web interface to edit a BuildConfig, and choosing "Show advanced options", there is a "Learn more" link next to "Post Commit Hooks". This link points to dev_guide/builds.html#build-hooks, which gets redirected to dev_guide/builds/index.html#build-hooks, which is still relevant, but is the wrong document. In OCP, the link gives a 404.
It should be pointing to dev_guide/builds/build_hooks.html
