GitHub removed the feature allowing Markdown issue templates without front matter to be used in the `template` query argument. Our repos have switched to autogenerated Markdown documents with issue templates inlined into the links. Signed-off-by: Benjamin Gilbert <bgilbert@cs.cmu.edu>
