Convert obsolete Travis-based CI to Github Action

Our CI used to:

• Test build cabal2obs.
• Run a complete build for all active compiler versions.
• Check the source code with weeder.
• Check the source code with hlint.
• Run our regression test scripts at tests/run-tests.
