Details:

The main purpose of this PR is to remove dnnl dependency from the CPU plugin memory implementation. This is a necessary step toward better modularity that will help us to simplify some existing features (e.g. IO tensor sharing), but also will make it easier to implement more advanced dynamic memory reuse techniques.
