Support URLs with non-ASCII characters

As seen in: https://www.openwall.com/lists/john-users/2025/05/17/1

I don't know if that URL is strictly right per standards or perhaps not, but it actually works if selected in its entirety and copy-pasted to Firefox address bar. So maybe blists' truncation at first non-ASCII character is wrong?
