acme package: run-acme support debug levels

acme.sh supports debug levels up to 3. These are needed for debugging. run-acme should accept a similar debug int IMHO. I have to monkey patch it locally to up the debug level in order to see the HTTP requests acme.sh is issuing. Which I had to do to find another bug (#26304).

The debug is a boolean flag and the 1 means true, not a level. I simply adds --debug flag.

I generally don't feel that we should support levels. I user ether needs a full debug to see all requests or just info level.
