Native/Local user should be able to find "their" map in the catalogue

For example, for the moment a French guy won't find straight the map of France. This is a serious problem IMHO.

The reason is that the map of France is not advertise to be in French (although it is to a very very large extend). Situation is the same (or maybe even clearer) for a Saudi for the map of Saudi-Arabia.

This is a very blurry issue ATM:

• is this only about adding a CLI parameter allowing scraper user (Zimfarm editor) to set the ZIM Language to something different than eng?
• do we also want to localize titles (used in suggestion search)?
• do we want to show only localized labels on the map (e.g. in Saudi-Arabia we have both the arabic and english alphabets displayed on mostly all places ATM)?
• do we also want to localize the UI? (about page, disambiguation page, redirect page, tooltips)
• if we localize the UI, do we have a strict limit on percentage of labels which needs to be localized before accepting to create the ZIM? (this is something new in scrapers, but I read somewhere in another scraper that we should have had this in place)
• how do we handle countries with multiple languages? (e.g. Switzerland)
