Update logic to create `App` resources to include enabling/disabling the `kapp` CRD Upgrade Safety preflight check

Building on #658 and #660, update the Extension controller logic to enable/disable the CRD Upgrade Safety preflight check in kapp via the App CR's spec.deploy.kapp.rawOptions field based on the setting in the spec of the Extension resource
