Based on #21854 , merge that one first.
What are you trying to accomplish?
Introduces new permissions for Sprints. They are not actively being used yet. The existing permissions are transferred/copied to the new ones. The existing permissions will not be deleted for now. The application will keep using the old permissions until they are safe to remove.
