What Should Remain Mandatory in Downstream Repositories?

We now have a stronger source template baseline, but not every repository created from it will need the same level of governance, automation, or documentation depth.

This discussion is meant to capture which parts of the template should remain mandatory in downstream repositories and which parts should be treated as optional depending on team size, risk, and maintenance capacity.

A useful outcome here would be a stable rule for what downstream maintainers should always keep, what they may remove, and what should only be added when there is a demonstrated need.
