Lack of documentation in function decode_datablob

In the implementation of BC_MESSAGE_EVENT and BCS_ABS_TIMESTAMP_DATA there are parts which are unclear as I have attached files highlighting them. Could you please clarify what the numbers after sample_start mean? because there is no clarification of it in the current documentation we have.

I am attaching a picture of how our OSF4 documentation currently looks like. I would like to know if the OSF4 documentation is updated?
