Enable Go analysis by CodeQL and Dependabot

We already analyze Python in [codeql-analysis.yaml](https://github.com/oracle-samples/macaron/blob/add-dev-env/.github/workflows/codeql-analysis.yaml) and [dependabot-automerge.yaml](https://github.com/oracle-samples/macaron/blob/add-dev-env/.github/workflows/dependabot-automerge.yaml). We need to support Go as well.
