UTF-8 encoding for oci session authenticate when files in directory with non-ascii characters

Hi,
I found out that when I authenticate and my home dir containts non-ascii characters (my name), then text file is has malformed values.
Could you take a look?

When I open it in Notepad++ it says ANSI.
And values are malformed to
