Fix incorrect JDK version and the module URI in README.md.
Moved JdbcConfig.pkl to ${base-dir}/template since it doesn’t need to be packaged in the JAR.
Users can reference this file either from "https://raw.githubusercontent.com/oracle/ojdbc-extensions/refs/heads/main/ojdbc-provider-pkl/template/JdbcConfig.pkl", or by cloning the project and accessing it from the local file system.
