Exterior mesh local lights should be working again and an attempt is made to fix the problem of flickering local lights with 4 rendered light sources. Bleed through landing pads should be fixed too.

@GLS-SSV Can you check if the flickering lights problem you experienced with 4 light sources in SSU is fixed ?
