insecure registry config in daemon.json not working

To Reproduce
Steps to reproduce the behavior:

1. config insecure registry
2. push image to insecure registry
3. get error http: server gave HTTP response to HTTPS client

Expected behavior
using ~/.docker/daemon.json insecure registry config
