Allow offering inscriptions, bitcoin, and runes as an offering to an inscription or rune.

The format of burn OP_RETURN already reserves space for structured metadata after the unstructured metadata, so we simply need to look for a rune ID or inscription ID in the OP_RETURN structured metadata. If we find one, the burn is an "offering" and is metaphorically and spiritually credited to the rune or inscription in question.

On /inscription and /rune display the total number of sats burned as offerings. Do not display any inscriptions or runes burned as offerings. Doing so would make it possible to graffiti someone else's rune or inscription.

Later, we can consider, on the ord explore home page, reserving some space to display the runes and inscriptions with the most offerings. This is kinda fraught, so we may not want to do this. We could get offensive (or worse, just lame) inscriptions pinned to the top of the home page. But we could just make offerings decay over time, which would make the problem solve itself.
