How do tabs work?

I'm trying to split entry container into two tables (dataflows and tables). I get the image below as the result. What configuration do I need so they show up the way they do in the example image when you're creating a new form (part 1, part 2, ltc supplement, reflexive questions).

Also, I'm using these to toggle a visibility condition for the dataflow and table containers. What is the correct syntax for this? Is it something like "DataflowTab == TRUE"?
