Auto skip feature: community feedback

The --auto-skip feature in the original earthly product relied on earthly's hosted cloud offering to function.

The cloud backend's source code was never released so in the initial community release, we've discussed removing this feature entirely.

That being said, there's definite utility to the --auto-skip feature.

This discussion is intended to collect feedback from the community:

• Are you using auto-skip / would you like to?
• How would a new persistence layer for the feature best work at your org? For example support for valkey/redis as a backend, something else

And as always, looking for contributors to help with design, implementation and documentation for this feature if it is useful to you.
