Phase-Weighted Calibration with Insights Loop

Holistic calibration now weights vectors differently based on noetic vs praxic phase
Calibration insights loop provides actionable feedback ("your clarity was overestimated because...")
Evidence collectors are phase-gated: code_quality, git, and pytest only run during praxic phase (they measure implementation, not investigation)

Code Quality Calibration Bias Fix

Static analysis evidence (ruff, radon, pyright) downgraded from OBJECTIVE to SEMI_OBJECTIVE
These tools measure snapshot quality of in-progress code, not final artifact quality
New files during active development scored lower than mature code regardless of skill — this fix reduces that penalty by 30%

Embeddings Upgrade

Default Ollama model: nomic-embed-text (768d) → qwen3-embedding (1024d, MTEB 64.3)
New ~/.empirica/config.yaml support for embeddings configuration
New empirica code-embed command: AST-based Python API surface extraction and semantic search
Code API surfaces auto-embedded at session end via project-embed

Statusline Session Resolution Fix

Fixed persistent stale display (e.g. stuck at "PREFLIGHT 47%") caused by end_time IS NULL filter rejecting authoritative file-based session sources
Root cause: zombie sessions from previous conversations were being preferred over the real active session

Security Hardening

All state directories: 0o700 (owner-only)
All state files: 0o600 (owner-only read/write)
Applied across session-init, post-compact, session-resolver, statusline cache, transaction-adopt, and setup
