QoptKIT membership is under revision

In the last Qiskit Ecosystem update, we detected that the last commit in https://github.com/SOQCSAdmin/QoptKIT was 28 months ago, so we are changing the project status to under revision.

@SOQCSAdmin, is the project still active?
