Welcoming Rajnish Tiwari as an AgenTrust maintainer

Please welcome @rajnisht7 as an AgenTrust maintainer.

Rajnish has 46 merged PRs across the org, 18 of them in agent-manifest and 13 in trace-spec. Three that show the range:

• agent-manifest#377 added --crl-trusted-key to manifest verify, so a --crl-path revocation record is checked against a signer key instead of being loaded through FileCRL's unauthenticated path and trusted.
• agent-manifest#411 made the COSE reader reject undecodable CBOR in the unprotected header rather than crash on it.
• agent-manifest#345 and cmcp#584 cross-check enforcement_mode between the manifest and the runtime, so the two cannot disagree silently.

He has also been reviewing other contributors' work, which is the part of the job nobody volunteers for. In trace-spec he caught a verify_bridge() path that never called _bind_successor_observation() (#340), a reject- prefixed vector that did not reject (#341), and an iat bound in the adapters that did not match the schema (#343).
