PUDL v2026.8.0 and FERC EQR 2026Q2 are out

This is a regular quarterly PUDL release with updates for many of our core datasets. We've also added a raw version of the EPA MATS dataset (not yet distributed), and have started including Puerto Rico in the EIA-860/860M data thanks to first-time contributor @bsousa22. See the release notes for all the details.

Separate from PUDL we also refreshed our FERC EQR dataset in the first week of August, bringing in 150M new transactions from 2026Q2, running through the end of June.
