Latest Release: v0.60.1 (August 18, 2026)

Stable Goal Verification Across Evidence Refreshes

This patch keeps governed Goal sessions usable when CLI-owned verification
refreshes the canonical Workspace Model and Knowledge Graph.

What's Improved:

• Every verification attempt records an auditable receipt bound to the exact
  verified-goal status, Model hash, and Graph input fingerprint.
• A later bounded attempt accepts only the evidence refresh produced by that
  recorded CLI verification; unrelated source drift and tampering still fail
  closed.
• Goal lifecycle and index schemas expose the additive receipt consistently to
  CLI, IDE, and agent consumers.
• Lifecycle output validation now covers receipt-bearing Goal entries, closing
  a contract drift found during qualification on a real multi-project
  workspace.

Breaking changes: None. The verification receipt is additive and optional
for previously persisted Goal indexes.
