Encountering the same issue, the Access > Collaborators menu is missing the above mentioned dropdown:

So, is there a workaround? Do we need to use a paid option?

The currently available workaround is to transfer the repo from your account to a github org which you can create for free and then add other people to the same org, during which you can select member or admin rights while sending the invite.

There is another workaround. You can use the gh cli. And use permission=admin on the invite (only on invite its honored. I tried changing perms but that was a no-op).
