Unable to add users to archived repositories

We have to add new users to archived repository, as we have changes in responsible persons over time.
When trying to add a user to a archived repository, the user can not be find in the UI.
After unarchiving the respository the users can be added.

I guess this is a bug, as the add users / add team buttons in the UI to start the search is enabled.

1. go to Settings of a archived repository
2. go to Collaborators and teams
3. click Add people
4. search for a existing enterprise user => no result, not even a hint that no result is found

That's expected behavior, even if the UI doesn't make it obvious. Archived repos are read-only, and that includes collaborator changes, which is why the search just returns nothing.

A couple of ways around it:

• Give access through teams instead of adding people directly. Changing who's in a team is an org setting, not a repo change, so adding someone to a team that already has access to the archived repo works fine.
• If you really need to add them directly, unarchive, add the person, then archive again. With lots of repos you can script this with the REST API (PATCH /repos/{owner}/{repo} with "archived": false, add the collaborator, then set it back to true).
