I haven't been able to trigger Github Actions when pushing any changes this morning.

This is true even after attempting to reopen the repository.

On a new repository, the following messages appear:

Workflows aren’t being run on this repository GitHub Actions is not currently enabled on this repository.

Unable to enable Actions for this repository.

And I can't turn it on.
