Thanks for the details. We’ve seen cases where a GitHub Pages site can’t be modified or re-enabled even though it’s set to public.

The quickest way to resolve this is to reset the Pages configuration: disable GitHub Pages in Settings → Pages, save the changes, and then re-enable it as Public. This recreates the site and usually resolves the issue.
