Going through my backlog, I seem to have received at least six such spam emails over the holidays. All of them have an unsubscribe link that returns a 404.

This happened to me too.

I noticed that the first email in this latest marketing campaign (All about pull requests, GitHub Actions, issues, and projects) was delivered to me multiple times, to both the primary email address on my account and also all the additional email addresses.

I promptly clicked the unsubscribe link (because I have been on Github for almost 20 years and I do not need some marketing spam to help me learn how to send a pull request) and that seems to have stopped the rest of the marketing spam coming to my primary address, but the next two spams in the marketing campaign were still sent to all my additional email addresses. And now the unsubscribe link returns a 404. So I guess this is some clue as to where the bug is.

Github, please fix this bug before you send out more marketing spam. Having a broken unsubscribe link is obnoxious, unprofessional, and against the regulations of many jurisdictions (including where I live). This whole marketing campaign reeks of desperation tbh.

This is still happening. Since getting a Copilot subscription, I keep getting these useless mails every few days.
The unsubscribe link goes to https://app.github.media/LONG_USER_HASH which gives a 404 error.

Just started trying out GitHub copilot, and this issue is really making me second guess.
