Code Search and Navigation
Body
When inviting Github members to existing teams we have to find them in a global search with no option to restrict search to members. This adds risk and frustration because we certainly don't want to accidentally invite a stranger, and we're forced to go lookup their Github users in the users menu first.
Please consider adding an optional slider alongside the search which restricts search results to Validated Members vs Global.
In the majority of scenarios such as adding members to teams we don't want a global search in those contexts so it should default to members whereas in the users>add users area its logical to have it default to global.
This request is particularly valid to the Org/Enterprise model.
