Billing method is confusing

Hi all.
I am trying to understand the new billing method.
My brain hurts after reading the documentation several times and I still cannot get a good grasp of the matter.
Here is what I understood so far:

1. With or without ULB, all users access to the pool.
2. A heavy user can consume all of the credits. Without a ULB, I get all my users blocked because the credits are gone. If I get the ULB, I can only cap each user's conumption to let's say 19$.
   If the credits are gone, even if the users have not used all of the ULB they get blocked if I do not have an enterprise budget.
   If I do have an enterprise budget, it only serve as a cap to the amount of extra usage . If the credits are gone then all of the users will have to use the enterpise budget at this point.

It feels like I have to play the roulette game with billing policies now as admin.

Yep, I think you got it right.

ULB only puts a limit on each user. It doesnt save any credits for them.

So if all credits are used and there is no enterprise budget, users will likely be blocked even if they havent reached their ULB.

Thank you! It also seems like there no is no work around on the pool.
It is there for everyone to use. Even if I use a cost center, it only redirect the cost to the center for specific users instead of erroding the enterprise budget fast.
The docs and preview feel so misleading now tbh.

Yeah, I got the same feeling tbh. When I first read about it, I thought cost centers would give admins a bit more control over the shared credits. But from what I can tell, they seem to be more for tracking and allocating costs than managing the pool itself. So if I'm understanding it right, all users still share the same credits even if they belong to different cost centers.
