Clicking the "Request" button does not start a Copilot review. #202119

I have multiple PR's that I am trying to add a Copilot reviewer to. The first two worked as expected. Since then, clicking the "Request" button moves the Copilot option into the "Suggestions" category. Nothing else happens. The review never starts. We do not see the request in our usage stats. Multiple employees are also seeing this exact same behavior.
This is what I see when I click the request button:

There are no visible error messages indicating what the problem is.
Note that we have also tried to start the review by asking Copilot in the comments. ie: "@copilot please review this pull request"
