In many areas of GitHub having a global search is really innapropriate.

There are 1-2 places where a global search might be appropriate otherwise, and optionally we'd prefer to have a switch to search for members vs global.

99.999% of the time we want to do a fuzzy search among existing members.

Hi,
This is a solid point — defaulting to global search when the intent is almost always local/scoped (e.g. searching within org members, a repo, or a team) creates unnecessary friction, especially at scale.
A few thoughts:

1. This is a product feedback item, not a bug — the Community here can't implement it, but it's worth submitting via GitHub's official feedback channel at github.com/orgs/community/discussions (Ideas category) so it's tracked and visible to product teams, not just this thread.
2. In the meantime, some scoped search already exists — for org members specifically, you can use the org's People tab search box, which is already fuzzy-matched to members only rather than global. If you're hitting global search unintentionally, check whether you're starting from the right entry point (org/team page vs. the top-level GitHub search bar).
3. A toggle (members vs. global) is a reasonable ask — worth phrasing your feedback post as a specific UX proposal (default to scoped search + optional toggle to expand to global) rather than just "global search is inappropriate," since concrete proposals get picked up more readily by GitHub's product team.

I agree. In most cases I'm trying to find an existing collaborator or organization member, not someone across all of GitHub. It would be much more efficient if member search were the default within repositories and organizations, with an option to switch to global search only when needed.

I think this would be a really useful feature. Having the ability to switch between local and global search would make it much easier to find the right users, especially in larger organizations or when searching across all of GitHub. A simple toggle or filter in the search interface would keep things intuitive while giving users more control over their search results. It would also help reduce clutter by letting people narrow the search scope only when they need to.
