Can't activate copilot after associating my organization with an enterprise

I used to have Copilot Business working fine for my organization. Then I activated a startup offer that gives Enterprise license and created an enterprise which my organization became part of. However I copilot access was removed and I can't renable it. I removed the organization from the Enterprise but that didn't help.
I created a support ticket but didn't get a reply.
How can I get Copilot Business back?
