"Block command line pushes that expose my email" failure to work as expected

After checking "Block command line pushes that expose my email", I set up my private email locally, commit, and push to github, at which point the push is blocked

But then I switch to a non-private email address, commit, push to github, and the push is not blocked

At this point, the latest commit in the repository has a non-private email address, and the second commit has a private email address, so my private email address is now public
