This is basically a fork of https://github.com/orgs/community/discussions/113172, just because that old thread was marked as "answered" since 2024, but that answer is for something different.
The problem is that if you add someone in a bypass list in a ruleset for a PR, they don't have the option to "Merge without waiting for requirements to be met". That checkbox just never shows up.
