You should not be able to access the previous owner's iCloud data just from the phone number linked to the account. If the iPhone was erased, the previous owner's local data should no longer be available on the device. iCloud data remains protected by the owner's Apple Account credentials and security mechanisms. If the device is still linked to the previous owner, the proper approach is to have the owner remove it from their Apple Account/Find My.

If the phone has been formatted, you generally can't use the phone number linked to the previous owner's Apple Account to simply read their iCloud data. The phone number is an account identifier/recovery method, not a key that gives access to the account.

Apple's Activation Lock is specifically designed to prevent someone else from reactivating or accessing a device associated with another person's Apple Account.

If this is a legitimately acquired or found device, the right approach is to contact the owner and have them remove the device from their Apple Account/Find My. Trying to recover or access their personal data without authorization would be a privacy and security issue.
