Commit view navigation bounces around depending on commit message length #205299

When clicking Next and Prev here in the (PR) commit view, the location of those buttons bounces around depending on how long the commit message is. Next/Prev are often clicked repeatedly, which is kind of annoying now because you have to find the button again every time.
Nobody likes button chasing, and I believe GUI textbooks also instruct against making the user need to do it.
Simple solution:
Rearrange so that the three bottom-most elements here are in opposite order, such that who committed when (which is always roughly the same size) is first, the buttons second, and then the commit message can take all the space it needs.
This would also be a more logical ordering for the elements.
